You need to compare the area of the segment (with height 1 ft) and the entire circular cross section. This gives you the percentage *empty*. subtract from 100% to get percentage full.
The area of the segment is

A = (r^2* arccos((r-h)/r))-(r-h)*sqrt(2rh-h^2)
the area of the circle is pi*r^2
the percentage full is
100% - A/(pi*r^2)
