Using Puppy Wee Wee Pads?

I have heard good and bad thoughts on using wee wee pads. I have a 10 week old terrier and no matter how much I take him outside he will pee or poop within mins after coming inside. I figured using the training pads will save my carpets and floors. I do understand he is a puppy and it will take time to house train him.

Now my question is how to I make the switch from pads to outside totally. I of course take him outside at least every 45 mins to go. I am hoping to use the training pads as a safety in the house.

It's not a good idea to try to train a pup to eliminate indoors, whether it's using pads or a litter tray. Trying to retrain them to go outside later on is extremely difficult and it confuses the dog.

I think using a crate would help you a lot in your house breaking efforts. If your pup doesn't 'perform' when you take him outside, bring him back inside and put him right back in the crate. Try again in 15 mins, and keep on in that way. Once, he's done what you need him to, then he can have 'free time' indoors, but always under close supervision until he's reliably trained.
